Check the remit of the Military Police, the prosecutor's office or the Commissioner and submit material only through an official channel.
If the danger continues
If there is a threat to life or emergency medical help is needed, use 103 or 112 first; to call the police – 102. Do not postpone the call in order to write a complaint.
Once help is arranged, the circumstances can be prepared separately for official review.
Build a short chronology
Start with the first significant event. For each episode, write the date, the known circumstances, the actions of the participants and the answer received. If a time is approximate, mark it as such.
Separate your own observations from other people's reports. For a more reliable account, do not alter the content of documents and do not assign participants roles they cannot confirm.
Formulate the application
Describe not only the problem but also the action you need. For example: to verify the stated circumstances, to ensure access to help or to explain the grounds of a specific decision.
If you are not confident about a legal classification, do not replace the facts with the name of an offence. The legal assessment is given by a competent body.
Send material according to its purpose
Choose the official channel that matches the substance of the question. The functions of the military police, the military prosecutor's office and the Commissioner for Human Rights are separate; sending to all of them at once does not make an application more precise.
Required documents go directly to the addressee. Personal and medical information is sent to the official addressee; a public post is not an official application.
What is important to keep in mind
The material helps to prepare the facts. It does not replace the established form of an application, a report of a crime or the special procedure for a complaint.
Official sources
- Main Directorate of the Military Police of the Armed Forces of Kazakhstan – The official page of the Armed Forces military police; it is not the universal authority for all military formations.
- Main Military Prosecutor's Office – Powers, regional bodies and the official way to make contact.
- Human Rights Commissioner: complaints – A separate human-rights route within the Commissioner's competence.
- Code of the Republic of Kazakhstan on Public Health and the Health Care System – Patient rights and the confidentiality of medical information.
- eGov: «About Kazakhstan», section «Useful telephone numbers in Kazakhstan» – Confirms that 102 is the police, 103 is emergency medical care and 112 is the single emergency duty and dispatch service.
- eOtinish: official applications to state bodies – A channel for applications; the portal itself does not determine the body, the competence or the proper procedural form.
Limits
The material helps you set out the facts and does not replace the established form of application or a decision by an authority.
