Rights and applications: how to choose the official channel

A different matter means a different procedure. This section shows which query goes to which body and how to word an application precisely.

Safety and help first

If there is a threat to life, a serious injury or a sharp deterioration, call 103 or 112. To call the police – 102. Say what help is needed and the information required to provide it.

An electronic application does not replace an emergency call. Do not delay help in order to assemble a complete set of documents or to go through an internal procedure in full.

Choose the channel that matches the substance of the question

A service or organisational matter. You need to clarify how documents are processed, how a decision is being carried out, a referral or a course of action. Start with the responsible department of your own organisation. If the matter concerns the actions of that department, consider the possibility of applying to a higher or otherwise competent addressee.

A matter of the lawfulness of actions or decisions. On the military prosecutor's page you can find its powers and official contacts. Prosecutorial oversight does not replace medical care, a staffing decision or a court's consideration.

A matter concerning the military police. Check the agency affiliation. The link in the source list leads to the military police of the Armed Forces, not to all military formations at once.

A human-rights matter. The Commissioner for Human Rights has a separate procedure for applications. It cannot be put in place of any other protection or complaint route.

These options do not form a mandatory ladder. There is no need to approach all the bodies listed at once: the substance of the question, its urgency and the applicable procedure matter.

What to prepare for an application

Make a short account in a clear order: what happened; when; which action or decision raises the question; whom you approached; what answer you received; what you are asking for now.

Separate facts, assumptions and information known from other people's words. If you do not know a participant's position or a document number, do not invent them. State what exactly needs to be clarified.

Word the application so that the expected action is clear: verify the circumstances, ensure access to help, explain a decision or communicate the procedure for further recourse. The specific details, the form and the mandatory attachments are determined by the official channel.

Where to submit documents

Application materials are submitted through the authorised body's official service or reception office; comments and the QAZ.ARMY editorial team are not submission channels.

Keep a copy of the application, confirmation that it was sent or registered (where issued) and the answer received. If you send copies of documents, remove information about third parties that is not needed for the review. Do not alter the facts or the substantive content of a document.

An answer was received, but the matter was not resolved

Compare the answer with your application: was the core question considered, was the decision explained, was the further procedure indicated. If you are complaining about a specific decision, establish the complaint route provided for it.

An ordinary application, a report of a possible offence and a complaint against a decision may have different procedures. Do not treat a social-media post or a repeated letter to the editorial team as the submission of a procedural document.

For each channel, first check whether your question falls within it. Opening a page does not mean an application has been sent.

What is important to keep in mind

QAZ.ARMY does not accept complaints and does not act as a representative of an applicant. The choice of body and the complaint procedure depend on the circumstances and on the type of decision.
